How to Get a Maryland Driver’s License: A Step-by-Step Guide
Getting your first Maryland driver’s license may seem complicated, but the process is easier when you understand each step. Maryland uses a graduated licensing system called the Rookie Driver Program, which helps new drivers gain experience before receiving a full license.
Step 1: Get Your Maryland Learner’s Permit
You must be at least 15 years and 9 months old to apply for a Maryland learner’s permit.
Before visiting the MVA, study the Maryland Driver’s Manual and practice for the knowledge test. You will need to schedule an appointment and bring the required documents, including proof of identity and proof of your Social Security number.
At your appointment, you must:
Complete a vision screening
Pass the Maryland knowledge test
Provide the required identification documents
Applicants under age 16 must also provide the required school attendance form.
After receiving your permit, you may practice driving only when accompanied by a qualified supervising driver. The supervising driver must be at least 21 years old, have held a license for at least three years, and sit in the front passenger seat.
Step 2: Complete a Maryland-Approved Driver Education Course
All first-time Maryland drivers must complete an MVA-approved Driver Education Program, regardless of age or previous driving experience.
The program includes:
30 hours of classroom instruction
Six hours of behind-the-wheel instruction
At 4Life Driving School, the classroom portion is offered live through Zoom and divided into 10 sessions. The behind-the-wheel portion consists of three two-hour driving sessions.
You do not need a learner’s permit to begin the classroom portion. However, you must have a valid physical Maryland learner’s permit before participating in behind-the-wheel training.
After you successfully complete the entire program, the driving school electronically submits your completion information to the Maryland MVA.
Step 3: Complete Your Required Practice Hours
In addition to driver education, new drivers must complete supervised driving practice. The number of required practice hours and the minimum length of time you must hold your learner’s permit depend on your age. Record all required practice hours in the Maryland Rookie Driver Practice Guide.
Practice in different conditions whenever possible, including:
Residential streets
City traffic
Highways
Parking areas
Rain and other safe weather conditions
Daytime and nighttime driving
Consistent practice helps you become safer, more confident, and better prepared for the MVA road test.
Step 4: Prepare for the Maryland MVA Skills Test
Before scheduling your road test, confirm that you have completed:
The required driver education program
The required supervised driving hours
The required learner’s permit holding period
The completed practice log and certification page
During the skills test, an MVA examiner evaluates your ability to control the vehicle and drive safely. The test may include:
Proper vehicle control
Turns and lane changes
Following traffic signs and signals
Safe observation
Parking maneuvers
Driving on public roads
The vehicle used for the test must be properly registered, insured, and safe to operate.
Step 5: Pass the Road Test and Receive Your Provisional License
After you pass the MVA skills test and meet all other requirements, you will receive a provisional driver’s license.
A provisional license allows you to drive independently, but certain restrictions may apply depending on your age. Once you meet Maryland’s requirements, the MVA will automatically upgrade your provisional license to a full driver’s license.
