Who Needs Maryland’s 3-Hour Roadway Safety Course?
Updated: Sep 30
If you have a driver’s license from another country and are applying for a Maryland driver’s license, you may need to complete the 3-Hour Roadway Safety Driving Education Program. The Maryland MVA also requires the course for applicants who hold only an Armed Forces License. This program was formerly called the 3-Hour Alcohol and Drug Education Program (ADEP).
Drivers transferring a license from another U.S. state or territory, Canada, or the Yukon do not need this course. If you are unsure which requirement applies to you, check with the MVA before registering.
Course options at 4Life Driving School
Online course — $65: Complete the lessons at your own pace, then take the final exam in person at our Bethesda office.
In-person class — $100: Attend an instructor-led, three-hour class and take the final exam in person. Call us for availability.
The exam has 20 multiple-choice questions, and you need a score of at least 80% to pass. Bring a valid, unexpired photo ID, such as a passport, to your final exam. If you do not pass, you must wait 24 hours before retaking the exam. A $10 retest fee applies.
After you successfully complete the course and final exam, provide your Maryland ID number, if you have one, so your completion can be submitted electronically to the MVA. If you do not have a Maryland ID number, we will issue an official certificate with a control number for you to take to the MVA when applying for your license. Paper certificates are valid for one year from the date of issue.
